The governor and formateur deliberate on the results and agree on eventual separating of companies etc. If one of the candidates is not fit for a minister function, it is the formateur who decides not to nominate him. Until the very last moment MFK Schotte did not know which MFK members would become minister, while PS and MAN had passed on their candidates; the coalition had been formed since end August already. There was plenty of time for screening. Schotte evaded this and so pressured the governor to swear the ministers in or have an ungoverned country. He presented the final list on October 7, declaring all candidates had passed screening. But there were problems with several screenings. Governor Goedgedrag and prince Willem-Alexander allegedly had several conversations about this. Two screenings had not been finished because of lack of time. It was decided not to stop the process and proceed with swearing in, instead of postponing the ceremony and place Curaçao under the governor's direct supervision. Schotte declared on October 14 that all ministers had passed the screening. But PS Wiels declared on October 22 that "the members of the Schotte cabinet are being screened by VNA" who were sworn in on October 10. The governor kept insisting on a screening and it looks like there is a memo on this dated 22nd. When the governor instructed VDC (Curaçao security service) to finish the screening, Schotte fired VDC Gumbs, maintaining that it is the PM who decided on a minister's capability, especially in a working cabinet; but also claiming that the governor has accorded the appointments. It seems Schotte's is the only appointment the governor accepted. In December the public prosecutor stated there were no matters concerning Schotte that would call for a prosecution; not a word about the other ministers or about Schotte's integrity. Obviously the governor then decided, Schotte having been de facto PM for several months, to advise Dutch politician Donner to accept this. Donner went along, no doubt because Holland wanted to play a reserved role with no intervention. The community might well resolve the problems with, for example, Schotte's MOT declarations (unusual transactions) or the Bientu affair connected with Robbie dos Santos' lottery. But it has become clear that Schotte makes a dedicated effort to eliminate all correcting institutes and especially VDC, so he can arrange his affairs. Now that the gang's true face is unmasked, we understand there is no community correction possible anymore: the civil servant corps has been eliminated with Stella van Rijn as 'highest civil servant' being part of the complot. Exit VDC. The government companies have all been 'conquered' by firing management and replacing it with friends and relatives. Rekenkamer and SOAB accounting, Raad van Advies with their negative advice on 80-20 are violated. The public prosecutor gets no cooperation from civil servants, who are scared to death. When prosecutor Piar mentions the verbal violence and threats, minister of justice Wilsoe publicly states he will fix that internally, . Staten [parliament] vote for an amendment on the 'inkeer' [repentance] arrangement, so everybody (but it really concerns only one person here) who declares all past undeclared income taxes ánd profit tax can be guarded from prosecution by the council of ministers. Rosenmöller now gives Curaçao two more chances: either the Staten [parliament] or the governor (the so-called "constitutional governor" meaning the government) act correctingly. But it's the government that now frontally attacks Holland, Rosenmöller, and the "traitors" who talked to him. Now the memo leaks; once again Schotte has been lying steel-faced in the Staten. He never wrote that speech, which normally would be written by his department. It is striking that this speech is in Dutch, while this government does everything, even the government program, in Papiamentu (full of grammar and spelling mistakes.) Then the howling starts that the traitors must be punished, those 40 names must be made public and Rosenmöller must be prosecuted; by the same government that in parliament insisted on a whistleblower arrangement and, in anticipation, introduced the concept in several government companies. On July 7 Amigoe newspaper published the concept for Aqualectra, operative July 2012: - the regulation enables all employees to report abuses without endangering them [...] - an employee is obliged to denounce a suspected abuse - for disclosures a confidential counsellor will be nominated - the whistleblower remains anonymous [...] - reprisals against whistleblowers and counsellors are unacceptable and will be sanctioned When the secret memo had not even been leaked yet, the mob was already calling for measures and Monk even mentions capital punishment for 'traitors'. Now they will probably be tortured to death. Wiels talks about actions to stop democratically chosen representatives from participating in government, and about bodybags for the Dutch; but the minister of justice does not consider this "incitement" and sees no reason to intervene - but does say in parliament that he has instructed the public prosecutor to start criminal procedures against Rosenmöller. It's clear by now that we can expect nothing from cabinet and parliament but obstructions against corrective operations.
